ORED has lead responsibility for driving delivery and deployment of renewables in the UK to meet our renewable energy targets. As set out in the Renewable Energy Strategy (RES) published 15 July 2009, ORED does this by addressing delivery issues across a range of renewable energy technologies. At the same time its work will maximise the economic and employment opportunities presented for the UK by the increase in renewables.
To achieve these aims, ORED works closely with key partners, including the Department for Business, Innovation & Skills (BIS), Communities and Local Government (CLG), Regional Development Agencies (RDAs), Devolved Administrations (DAs), UK Trade & Investment (UKTI), statutory consultees, Sector Skills Councils (specifically Energy and Utility), the National Skills Academies and key industry stakeholders and other delivery bodies.
ORED’s work includes:
- developing and implementing the mechanisms to provide financial support for the deployment of renewable electricity and heat – by reforming the Renewables Obligation for large-scale electricity, introducing Feed-in Tariffs for small-scale electricity and new Renewable Heat Incentives;
- supporting an effective and proactive planning regime at local and regional level which capitalises on the renewable opportunities available and ensures an open, robust, evidence-based process for communities, developers and planners;
- taking forward deployment of offshore wind in line with Government statement – A Prevailing Wind: Advancing UK Offshore Wind Deployment (pdf 1.62MB)
- working with stakeholders to develop solutions to mitigate the impacts of renewable technologies, in areas such as air quality, the environment, navigation and aviation radar;
- ramping up the supply and use of biomass for heat and power while ensuring sustainability and protecting the environment;
- taking forward work on the Severn Tidal Power Feasibility Study;
- building up the capability of the UK supply chain and proactively supporting investment in manufacturing and infrastructure development in the renewable energy and materials sectors;
- managing programmes for technology development in areas such as wave and tidal, offshore wind and bioenergy/materials; and
- giving communities the opportunity to harness renewable resources and the benefits they bring.
ORED will exercise its functions in a manner which takes account of the relevant regulatory regimes and the Government’s broader energy goals. The Office will be advised by a non-executive expert Chair as well as by the Renewables Advisory Board (RAB)
